Archaeological Objects, Archaeological Collections and Storage Problems

Abstract
Federal Law «On Objects of Cultural Heritage (historical and cultural monuments) of the Russian Federation» (73-FL) formed a problem situation associated with the storage of archaeological collections, when the researchers have to give the archaeological collections to the State Museum Fund of the Russian Federation and its holder must take it and provide storage. This problematic situation is due not only the unavailability of both sides to implement the legal provisions, but also has serious methodological grounds. Excavations of archaeological object that disrupt its integrity actually translate it into a different information system in the form of a comprehensive collection. The museum practice storage of objects and collections carried out within the concept of «archaeological heritage», in the scientific, educational structures – within the concept of «archaeological resources». The first concept that is aimed at identifying historical and cultural value of the subject and its relevance for solving museum's problems permits to separate of the archeological collection in the different funds. This leads to disobjectification that is the second destruction of archaeological object. The second concept examines archaeological objects as a means and sources of a continuous process of knowledge of the past and ensures its integrity. Resolution of the problem situation may be possible when you create a unified system of conservation of the archaeological objects in the form of a new information system based on the concept of «archaeological resources», part of which will be, and the concept of «archaeological heritage». This system should be backed up legally.
